District Two Educational Session: Assembly Deliberation

This workshop provides a comparative examination of three specialized forms of assembly deliberation: Committee of the Whole, Quasi Committee of the Whole, and Informal Consideration. Participants will gain a practical understanding of the distinct features, purposes, and procedural rules that govern each method. The session will highlight when and why each form might be used to facilitate more open, efficient, or flexible debate on complex or sensitive issues. Through real-world examples and interactive scenarios, attendees will explore how these procedures can be strategically employed to manage discussion while preserving the rights of members and the integrity of the deliberative process. This workshop is designed for presiding officers, parliamentarians, and organizational leaders seeking effective tools to enhance deliberation within formal meetings.
